César is a graduate in Business Administration from the Universidad Autónoma of Madrid (UAM).

He joined Afi in 1991, specifically in the Market Studies area, which he headed up until 2005. He is currently responsible for the provision of financial advice to the public authorities.

He lectures for Afi, Escuela de Finanzas Aplicadas on financial markets, financial management and risk hedging. He has written some 20 publications and written numerous articles about the Spanish economy, the international financial system and public finance.
